Response
Emergency Operations Center Coordination
Ally Sleiman has directed Emergency Operations Center activations and multi-agency coordination during severe weather, public health emergencies, and other complex incidents. Work includes establishing command structures, managing information flow, and coordinating resources across police, fire, EMS, public health, utilities, and private-sector partners under the Incident Command System (ICS) and National Incident Management System (NIMS).
Multi-Agency Response
Effective response requires clear roles, reliable communications, and coordinated decision-making across agencies. Experience includes leading interagency planning and real-time coordination.
Training and Exercises
Tabletop, functional, and full-scale exercises are used to test plans, identify gaps, and improve coordination before an actual incident. Work includes designing and evaluating exercises consistent with Homeland Security Exercise and Evaluation Program (HSEEP) guidance.
State-Level Coordination
Experience includes work with state and regional emergency management structures to support consistent planning and response frameworks.
