Ally Sleiman, CEM®, is a nationally recognized Certified Emergency Manager, Emergency Planning, Crisis Leadership, and Response Coordination Leader with over two decades of leadership in public safety and operational resilience. As the founder and principal of Ally Sleiman Emergency Management Consulting, Mr. Sleiman designs and implements state-of-the-art Enterprise Security Programs, Recovery, Business Continuity, Active Threat/Shooter Response Training, Safety & Security Policy Development, Training & Tabletop Exercises (HSEEP), Threat/Risk Assessments & Hazard Analysis, and Incident Command System (ICS) frameworks for both public and private sector clients.
Regional Public Safety Leadership & Emergency Operations
Throughout his career in emergency management, Ally Sleiman has led emergency preparedness, response, recovery, mitigation, and continuity operations. As a municipal Emergency Management Director for a large metropolitan urban jurisdiction of over 100,000, he directed and designed a comprehensive municipal emergency management program integrating preparedness, response, recovery, mitigation, and continuity of operations. He developed governance frameworks, SOPs, emergency plans, evacuation plans, sheltering strategies, and hazardous materials planning, while also designing public alert and warning systems, operational coordination, emergency response, continuity, and crisis management operations.
His experience combines executive-level emergency management leadership with strong coordination across government, public safety, and private-sector partners to ensure readiness and operational resilience. Mr. Sleiman has successfully led complex coordination among Police, Fire, EMS, Public Health, hospitals, utilities, state and federal agencies, and private-sector partners. He also has extensive experience managing FEMA Public Assistance recovery programs, and leading Emergency Operations Center (EOC) activations during COVID-19, severe weather, and other complex incidents. Ally Sleiman’s professional expertise is supported by graduate education, executive leadership programs, and nationally recognized emergency management credentials. He holds a Master of Arts degree in Social-Organizational Psychology from Columbia University (Teachers College).
His executive education includes the Harvard Kennedy School’s Leadership in Homeland Security program, the National Preparedness Leadership Initiative (NPLI), and the Executive Leaders Program at the Center for Homeland Defense and Security (CHDS), Naval Postgraduate School.

Leadership Through Athletics
The leadership, discipline, and resilience that have defined Mr. Sleiman’s professional career were developed through decades of competitive athletics and coaching. A former NCAA Division I wrestler at Wilkes University, he competed in the EIWA Championships and became a Senior National Greco-Roman competitor for the New York Athletic Club and the United States Army.
Nationally ranked by USA Wrestling from 1999 through 2004, he was a two-time competitor in the U.S. Olympic Team Trials in 2000 and 2004. His achievements include winning the U.S. North Regional Olympic Trials in 2000, and finishing second at the U.S. University Nationals in 1999 earning National runner-up honors. He also represented the United States internationally in multiple competitions, including placing fourth at the Ulanbaator Cup of Greco-Roman in Mongolia.
Beyond competition, Mr. Sleiman has dedicated his career to developing future leaders through coaching and mentorship. His experience includes coaching multiple sports at the youth, high school, and collegiate levels, including serving as a member of the wrestling coaching staff at his alma mater Wilkes University. The principles of preparation, accountability, teamwork, and perseverance developed through athletics continue to shape his leadership philosophy as a Certified Emergency Manager (CEM®) and executive advisor.
